The Department of Motor Vehicles may require a medical report

  • In the case of illnesses that may impair the ability to operate a motor vehicle. The aim here is to clarify whether a person is still able to operate a vehicle and if possible limitations and restrictions may apply to the operation of a vehcicle. Possible conditions may include, but are not limited to diabetes, epilepsy, recovering from a stroke or heart attack.
  • After an offense involving narcotics. In this case, authorities need to assess consumption patterns.
  • After an alcohol-related offense. Under certain circumstances, this may also apply, even if you have not driven the car yourself. This is to assess how your alcohol consumption can be categorized.

Preparation and Day of Examination

To obtain a medical report you first need to choose a TÜV Hessen assessment center at the department of motor vehicles. The agency will then forward all necessary documents to TÜV Hessen.

Please make sure to bring all documentation relating to the issue raised by the agency. These include for example current doctor's statements or, if applicable a medication plan. Existing discharge reports, if relevant to the issue to be assessed upon request of the agency, are also beneficial.

After paying the required fee, you will receive an examination appointment from us. The examination will be conducted by a qualified medical professional specialising in traffic related issues. In some cases an additional performance evaluation may be required. If required, this evaluation will also take place on the day of the examination.

After the examination all relevant results will be combined in the medical report to assess your driving ability, which will be send to you by mail. You may decide yourself, if you want to submit this report to the respective agency.

Frequently asked questions about medical reports

A) Illnesses

I am to be examined because of an illness. Do I need to bring anything with me?

Please make sure to bring all documentation relating to the issue raised by the agency. These include for example current doctor's statements or, if applicable a medication plan. Existing discharge reports, if relevant to the issue to be assessed upon request of the agency, are also beneficial.

Who will examine me at TÜV Hessen?

Our doctors are well qualified in the field of traffic medicine and trained in the "Assessment Guidelines", the basis for fitness to drive in the case of illness.

Why can't my general practitioner do this?

To avoid a conflict of interest, the assessment must be carried out by a neutral person who also has appropriate qualifications in traffic medicine - this is what we at TÜV Hessen can offer you.

B) Alcohol

Medical report due to alcohol - What should I submit?

If you have already undergone treatment, you should submit a treatment report. With your written consent, we can also request this directly from the clinic.

Will blood be taken from me?

Yes, we will take blood samples to determine your liver values. If necessary, we may also take a second tube to determine an alcohol marker. At your request, we can also take a hair sample to test for an alcohol marker. This would allow you to support your abstinence from alcohol or your statement of low consumption for up to 3 months. The option to use a hair sample requires untreated hair and scalp, i.e. no colored hair.

C) Narcotics (BTM)

BTM offense - What happens after the medical report?

The department of motor vehicles decides on how to proceed after a medical report, e.g. whether further steps are ordered; an MPU is also possible.

BTM - Do I have to give a urine sample?

Yes, you must provide at least one urine sample for a medical report due to a drug-related offense. However, this does not usually take place on the day of the examination, but you will be called in by telephone at short notice. The urine sample is taken under supervision. As soon as the laboratory results are available, the assessment will be completed.

I have never taken drugs and have to submit a medical report - what now?

A hair analysis would be the ideal way to prove that you have never taken drugs. You can use it to provide evidence for up to 6 months retrospectively. The prerequisite is that the hair on your head is untreated.
