You can obtain an exemption from the driving licensing authority for unaccompanied driving before the legal minimum age if you can demonstrate exceptional hardship.

A medical-psychological examination is often required to obtain an exemption to assess your maturity and willingness to assume responsibility. Only if this is met can a deviation from the standard requirement be granted.

Under what circumstances are you allowed to drive alone at 17?

If you qualify for a so-called hardship, the responsible authority can issue an exemption for unaccompanied driving. 

What are possible hardships?

  • Long commutes to work or training without alternatives, such as no or exceptionally poor public transport connections or ride-sharing with family, colleagues, or friends.
  • Unreasonable additional costs when using public transport.
  • Lack of alternative means of transport such as bicycles, mopeds, or scooters.
  • No overnight accommodation at the work or training location.

Restrictions on an exemption permit

Even if you can successfully demonstrate that you are in a particularly difficult situation, you may be granted a restricted exemption permit. In this case, the authority could allow you to drive unaccompanied only at certain times and on certain routes.
